First possible issue is that the construction is very tightly built and the motors are not spinning. The reason for that is because there are gears for speed, any fricton is muliplied by the gear ratio. So do loosen up the lego parts that are too tight together.
On the aspect of construction, there are sometimes issues with the axles being put in an axle opening, instead of a round one, so inspect for errors of that nature.
The next possible issue is that the motors are turning backwards and the balls are not leaving the robot. You can test that with light touch with your finger to the tires, wether they are spinning inside or outside from the ball container. A visible tell tell sign is that two balls are next to each other in the container.
